No Cookie Labeled Links Change Range Allowed

Part of NoCookieRestrictions to block WikiSpam. This option restricts the change in the number of LabeledLinks that a user without cookie information can do in a single edit. The variable takes an integral ValueRange.

NoCookieLabeledLinksChangeRangeAllowed=0,0 (example: may not add or delete a labeled links)
NoCookieLabeledLinksChangeRangeAllowed=0;1 (example: may not delete a labeled link, may add one labeled link)
