A ValueRange is a special kind of value. It is a ValueList that has two elements, a lower and an upper boundary.

Examples:
* NoCookieSizeChangeRangeAllowed=0;1000 (example: may not delete, can add up to 1000 characters)
* NoCookieSizeChangeRangeAllowed=0,1000 (same meaning, komma as separator)
* NoCookieSizeChangeRangeAllowed=0 1000 (same meaning, white space as separator)
