Slurp blocking is an automatic ProWikiSoftware feature, that limits a user to about 100 request wihtin a 5 minute timeslot. Slurp software reads whole websites (with wiki this often means many thousand pages) using multiple requests (50-100) at the same time. As this reduces the performance for all users, such attempts are blocked.
