You can link to a section of a page by appending a "#" and a SectionName.

Example:

DownloadAndInstall#Releases (preferred)
DownloadAndInstall#section2

Actually each section has three names:

the string "section" and the index appended to it (starting with "1", this means the Sections can be refernced by "section1", "section2", ...)
the first word of the title (this may not be unique).
the complete text of the title with all WhiteSpace and special characters removed. This is used by CdmlToc.
