The RcLogFile logs all wiki edits, whether classified as "minor" or not. It is a monthly file, named <n>"rclog YYMM"</n> (e.g. <n>rclog 0609</n> for the September 2006), located in the DataDir directory. RcLogFiles are used to create the RecentChanges display.
