Any user may create new pages in a wiki.
The typical way to do this is:
- Go to a related page where it makes sense to refer to the new page.
- Edit this page and use the new page name somewhere. Save by clicking on the "Save"-button.
- Click on the "?"-link that now shows behind the pagename.
- Enter the initial text for the new page. Save it.
