NoCookieRestrictions are a measure against WikiSpam, consisting of a few connected Options that restrict what a user with no cookie ("Preferences" untouched) can do.

* NoCookieBlocking -- turns the restrictions on/off
* NoCookieLabeledLinksChangeRangeAllowed -- restricts the addition/deletion of labeled links during a single edit activity
* NoCookieLinksChangeRangeAllowed -- restricts the addition/deletion of unlabeled links during a single edit activity
* NoCookieSizeChangeRangeAllowed -- restricts the change to text size during a single edit activity

Placement: these options are typically placed in the GlobalConfigFile as strict defaults, to be activated or deactivate or tuned in the LocalWiki.
